WWW.THESTATE.COM DEATHS Laurine Norman PAWLEY'S ISLAND Laurine Hopkins Norman, 72, died Sunday, February 8, 2004, at Georgetown Memorial Hospital in Georgetown. Mrs. Norman was born September 8, 1931 in Newport, a daughter of the late Fletcher White Hopkins and Alice Nailon Hopkins. She moved to Woodstown, N.J. as a child and grew up there.

Mrs. Norman lived in McClain, Va. prior to moving to Pawley's Island in 1995. She was a member of Precious Blood of Christ Catholic Church and the widow of William Rudolph Norman. Surviving are: a son, John Fletcher Norman of Vienna, two brothers, Austin Hopkins of Gibson, Tenn.

and P. Everett Hopkins of Penns Grove, N.J.; and a sister, Geraldine H. Suchocki of Summit, N.Y. The Funeral Mass will be Saturday afternoon, February 14, 2004, at one o'clock in Precious Blood of Christ Catholic Church. Officiating will be the Rev.

Patrick J. Stenson and the Rev. Frank S. Holsclaw. Burial will follow in Pawley's Island Presbyterian Churchyard.

Ray Overton WHITMIRE Ray Phillip "Red" Overton, 82, of 419 Grant widower of Susie Graham Overton died Sunday, February 8, 2004, in Tuomey Hospital in Sumter. He was born in Stokes, NC and the son of the late John Edward and Ruth Whichard Overton.

Mr. Overton had retired from the U.S. Army, retired from J.P. Stevens Co. and was also a barber, a farmer and a trapper.

He is survived by one son and daughter-in-law, Lonnie R. and Becky Overton of the home; three daughters and sons-in-law, Susan Lawson of Whitmire, Betty and Alan Frye of Prosperity and Linda and Luke Nobles of Whitmire; brother, Ben Overton of Greenville, NC; sister, Nell Barnhill of Elizabethton, NC; 12 grandchildren, Jacob Overton, David Overton, Susan Overton, Daniel Overton, Jeffery Lawson, Stephanie Lawson, John Robert Frye, Amy Bailey, Butch Griffith, Amanda Griffith, Riley Fowler and Justin Fowler; also 3 great grandchildren. Graduating from Clemson University in 1941, he began his career as a U.S. Army infantry officer, retiring in 1972 as a Colonel.

His career included combat tours in North Africa, Italy and Korea for which he received two Bronze Star Medals for valor and two Purple Heart medals for combat wounds. During his career he also attended the Army War College and received his Master's degree in International Affairs from George Washington University. Following his retirement from the Army, Col. Smith worked as a project administrator and division director for the South Carolina Department of Social Services and Health and Human Services Finance Commission until 1986. A member of North Trenholm Baptist Church, Col.

Smith also served as a volunteer docent at the State Museum and as a member of the AARP Capital City Task Force. Col. Smith is survived by daughters, Barbara Smith Cerny of Huntsville, Ala. and Pamela Smith Ericson of Fredericksburg, son, Bradley Christopher Smith of Greenville; and grandchildren, Miles Smith Ericson, Brandy Cerny, Allison Cerny, Nicolas Cerny and Shannon Cerny. Easley Highway, Piedmont, died Sunday, February 8, 2004 at her home. Born near Honea Path, she was the daughter of the late John Elmer Branyon and Sallie Shirley Branyon. She was graduated cum laude from Erskine College in 1937. She received her Master of Arts from Furman University in 1959. Mrs.

Rogers was a respected and dedicated teacher and guidance counselor during her career of forty years in South Carolina public schools. She taught in Antreville, Belton, and at Palmetto High School from its establishment in 1953 until her retirement in 1980. She was a member of Delta Kappa Gamma, a professional society of women educators. Mrs. Rogers was a member of the Young Memorial Associate Reformed Presbyterian Church in Anderson.

She was a member of the Business Women's Circle at the church and recipient of the Flora Halliday leadership award from the church. Mrs. Rogers was also a member of the DAR. There are more than two dozen programs in Richland and Lexington counties that fall under community policing. The newest program is Richland County's handicapped parking patrol. The groups including the Sierra Club, the Columbia area League of Women Voters and the RichLand Foundation asked County Council to adopt the rules as quickly as possible. "Delay will adversely affect the quality of life of all citizens of Richland County as unchecked growth patterns continue," said Cynthia Flynn, president of the Columbia area League of Women Voters. The council will hold a public hearing on the issue tonight.

Its first vote is scheduled for March 2, but some council members have expressed doubt about whether they'll be ready. The Home Builders Association of Greater Columbia, which has opposed many of the rules, saying they could drive up the cost of homes, had asked for a 45-day delay before the council began discussing the rules. Rural property owners also have fought the proposed rules, saying they would limit their ability to develop their land.
